Ceylon: Queen Victoria Decimal Issues on cover: Disinfected mail, 1899 (Mar. 7) picture postcard from Colombo to Finland with straight line marking “OБEЗЗAPAЖЕНO” (sans-serif) in violet applied at Granitsa on the Austro-Hungarian border, franked 5c. dull purple, with Helsinki arrival. Rare, one of only two recorded examples from Ceylon (see also lot ???). A general decree had been passed by the Russian Government in June 1896 enforcing disinfection by steam of all mail from plague-infested locations (these were not specifically named.) Photo.
